Two more people have been arrested related to a theft at Heathrow Airport where 21 people were injured by a substance believed to be pepper spray, as stated by police.

A 24-year-old man, was taken into custody in the Lambeth area for suspected robbery and assault and a woman, 23 was detained on suspicion of conspiring to commit a robbery. Both individuals remain in custody, authorities confirmed.

These detentions come after an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Before the incident, a pair of female travelers had stolen from them their luggage after getting out of a parking garage elevator.

A toddler aged three was one of the injured in the event. A total of five individuals were taken to the hospital for treatment and were later discharged.

Police detained a 31-year-old man for suspected robbery and assault near the scene. He was subsequently released pending further inquiries as the investigation proceeds.

Police were alerted at about 8:10 in the morning GMT following reports of a number of individuals hurt by a noxious substance believed to be pepper spray.

The attack - an event that authorities stated was a standalone incident and not being treated as an act of terror - caused delays to rail services and the temporary shutdown of the Central Terminal Area tunnel and the Terminal 3 car park briefly.
